强化应急治理能力的韧性社区营造策略--新型冠状病毒肺炎疫情的启示

2020年初,在全国性抗击新型冠状病毒肺炎疫情的过程中,社区作为防控前沿,在春节期间叠加严峻的防疫责任,这对于仍在逐步发育的社区治理而言,无疑是不堪重负的。韧性社区的理念有助于理解应急治理能力的强化对社区营造的重要意义,也是助力疫情缓解并恢复健康常态的重要保障。国际视野中的健康城市为韧性社区营造的原则与策略提供了启示,为此文章借鉴相关理念,从设施空间硬件保障、治理服务资源匹配和治理能力体系建构三个方面,提出韧性社区营造策略。

Creating Resilient Communities with Better Emergency Governance Abilities:The Enlightenment from COVID-19

Since the national fight against Novel Coronavirus began in early 2020 during the Spring Festival in China,the local communities have been undertaking greater responsibility of epidemic prevention because of their frontline roles in the battle.However,those communities still developing better services and governance are overburdened in this situation.The concept of resilient community helps to understand the importance of risk reduction and management capacity to community development,and it is also an important guarantee to help cities’alleviating the epidemic and restoring the health.Enlightened by the international agendas of healthy city,principles and strategies of creating resilient community are put forward from the three aspects of the guarantee of facility space,the matching of governance service resources and the construction of governance capability system.
