安全稳定控制系统的经济效益评价

摘    要:安全稳定控制系统在预防电力系统发生异常状况,尤其是防止电网发生大面积连锁停电事故发面发挥了重要作用,取得了良好的经济效益和社会效益。在总结安全稳定控制系统原理特点的基础上,对其经济效益评价作了初步探讨,将风险评估理论引进安全稳定控制系统的经济效益评价中,并据此建立数学模型,该模型既考虑了放开安全性约束后相关输电线路提高输送功率带来的经济效益,也考虑到其引进的事故风险,能够全面衡量一套安全稳定控制系统的经济效益。最后以中国河南禹州电厂外送安全稳定控制系统为例,给出其经济效益评价的结果,验证了该方法的合理性。

Abstract:Security and stability control system(SSCS) plays an important role in the prevention of anomalous states of power system and especially in the prevention of large area cascade outages in power grid,and achieves good economic and social benefits.On the basis of summarizing the principle and features of SSCS,the assessment on the economic benefit brought by SSCS is preliminarily researched.Leading the risk assessment theory into the evaluation of economic benefit from SSCS,and on this basis a corresponding mathematical model is established,in which the economic benefit brought by the increase of transmitted power of related transmission lines as well as the contingency risk are considered while the security constraints are relaxed,so the economic benefit brought by a set of security and stability control device can be all-round appraised.Finally,taking the SSCS for power delivery of Yuzhou power plant in Henan province,China for example,the rationality of the proposed assessment method is verified.
