基于直觉模糊集理论的TOPSIS多项目投标决策模型

摘    要:基于《水利水电工程标准施工招标文件》(2009年版)通用合同条款影响承包商投标决策风险因素,并结合长期的经验积累,构建了水利水电工程投标决策评价指标体系,提出了一种基于直觉模糊集理论的理想解法(TOPSIS)的多项目投标决策方法,并将其应用于葛洲坝集团施工企业拟投标的A、B、C三个项目中。结果表明,B项目为优先考虑的投标项目,与实际情况相符。

Abstract:Based on the risk factors influencing contractor bidding decision-making in general contract terms of water conservancy and hydropower engineering construction standard bidding documents (2009), this paper establishes bidding decision-making evaluation index system of water resources and hydropower project by combining with long-term accumulated experience. And then it put forward a multi-projects bidding decision-making methodology for contractors based on intuitive fuzzy set theory and TOPSIS comprehensive ordering model. Finally, this methodology is applied to three bidding projects (A, B and C) of Gezhouba Group Corporation. The results show that the project B is chosen to be the priority bidding project, and it is consistent with the actual case.
