论“阳光”规划——创建规范化服务型政府工作的思考

“阳光”规划是实现以人为本、规划为民的前提,是实施《行政许可法》的必然要求,也是加强规划管理执政能力建设和创建规范化服务型政府的保障。城乡规划工作必须坚持公开、公正和透明的原则,积极推行规划编制、审批和监督“三分离”的制度,从源头上防治腐败。

On "Sunshine" Planning--Reflection on the Creation of a Government with Standardized Service Mode

Sunshine" planning is the precondition for the realization of the goal of being people-cen- tered and planning for the people.It is an inevitable outcome of implementation of the administrative li- cense law.It is also a guarantee for the strengthen- ing of the planning management and government capacity building and for the creation of a govern- ment with standardized service mode.The principle of openness,fairness and transparency should be observed in planning for cities and rural towns. Efforts must be made to carry out the "three sepa- ration" of planning workout,approval and supervi- sion so as to prevent and cope with corruption from the sources.Only in this way can planning of cities andrural areas play an important roleinmacro- control of economic construction and development.
