| 摘 要： | 我国政府已批准了南水北调的宏伟计划，但是广大的大西北地区，还未在受益范围之内。本文依据大西北地区的特点，提出大西北可持续发展的关键环节——西北调水工程的设想。

| Abstract: | The wide northwest region will be out of the beneficial area from the South-North Water Diversion Project approved recently by the Chinese central government. The authors in this paper put forward a Northwest Water Diversion scheme, a key to sustainable development of the great northwest region, based on the regional characteristics. |
