| 摘 要： | 都市圈规划目标因其本身发展问题的差异而具有阶段性，雏形期都市圈规划以培育都市圈为主要目标。本文系统总结了雏形期都市圈规划的思路和重点，并介绍了徐州都市圈规划的空间组织、产业发展、综合交通建设、基础设施和公共设施建设、生态建设和环境保护、政策环境等主要内容。

| Abstract: | The planning objectives of metropolitan coordinating regions (MCR) have stagesdue to differences in their development. The major objective of MCR in embryonic period is fosterit. This paper systematically gives conclusions on the planning method and emphasis of MCR inembryonic period. Furthermore, it explains the main contents of spatial organization, industrialdevelopment, comprehensive transportation construction, infrastructure and public facilitiesconstruction, environment protection and policies in the planning for the Xuzhou MetropolitanCoordinating Region. |
