| 摘 要： | 随着我国电力市场化改革的进一步深化,配售将会分开,如何对输配电价进行有效监管、提高输配电网生产效率是一个亟待解决的问题.介绍目前国外存在的3种比较成熟的管制模式,分析其直接运用到我国输配电价管制中存在的不足.根据我国实际情况,构建适合我国现阶段输配电价的激励管制模型,并对其参数的确定给出一定思路,为我国电力监管者提供一定的参考.

| Abstract: | With electricity market reform more deepening in China, transmission- distribution price will be regulated after distribution and retail detached. To regulate it effectively and to improve the production efficiency are senseful greatly. The paper introduced three overseas mature regulation models at present and analyzed the shortage of applying them directly to the regulation of transmission-distribution price for China. The incentive regulation model of transmission-distribution price suited in China was constructed from the actual condition and the assured idea of their parameters was given, which can be as reference for electricity regulators. |
