欧盟流域管理规划试点项目

丹麦的欧登塞河流域是欧洲14个流域之一,也是实施欧盟《水框架指令》流域管理规划的试点。作为共同实施战略的一部分,通过测试一系列技术指导文件,以确保形成统一的流域管理规划模式。项目成果包括3个部分,即流域特性报告、典型河流流域管理计划和用于公众咨询的简易报告。通过欧登塞河流域试点项目的实施,欧盟各成员国的水管理机构及欧盟委员会获得了流域管理的知识和经验,同时可为中国未来的流域管理规划提供有益的借鉴。

Piloting River Basin Management Planning in the EU

The Odense River Basin in Denmark is one of 14 river basins across Europe,where river basin management planning was piloted as model for implementation of the EU Water Framework Directive.The piloting tested a series of technical Guidance Documents,which had been prepared as part of a Common Implementation Strategy developed to ensure a uniform planning process.The piloting included a report characterising the river basin,a model river basin management plan and a layman’ s report,which is a non-technical report used for public information on the river basin management plan.The experience and knowledge gained through the Odense Pilot River Basin project were disseminated to water management authorities regionally,nationally and internationally in the EU as well as to the EU Commission.They have also been translated into Chinese as inspiration for future river basin management planning in China and are available at the EU China River Basin Management Programme web-site knowledge centre.
