山西煤炭资源整合争论与辨析——政府、市场与产权的视角

山西“煤炭资源整合”引起了极大争议，支持者认为其符合国家产业政策和安全生产要求，质疑者则认为政府行为排斥了市场机制，私有产权受到侵犯，并且“国进民退”是历史的倒退。本文审视了山西煤炭产业改革的进程，从政府、市场与产权的角度，对煤炭经济中的市场失灵、政府干预、矿业权制度和利益集团博弈等进行了经济学分析，结论是政府应注意产业政策的稳定性，并应推进矿业权法律制度变革。

DISCRIMINATION OF COAL RESOURCES CONSOLIDATION IN SHANXI PROVINCE FROM A VIEW OF GOVERNMENT, MARKET AND PROPERTY RIGHTS

Shanxi’s coal resources consolidation led to a big dispute that it caters for national policies and safety requirements by supporters, but it rejects the market mechanism and violates the private ownership, and is a “state-owned-rising while private-owned-falling” by objectors. This paper reviews the progress of coal industry in Shanxi province, analyzes the coal economy from a view of government, market and property rights, concludes that the government shall keep a stability of industrial policies and promote the reform of mining rights laws.
