摘    要:随着西南油气田公司天然气产能的快速推进,电力设施规模需急剧扩大。根据生产需求,西南油气田分公司在WY气田创新运用BOO模式和"永临结合"方式建设供电工程。BOO模式是指专业项目公司对项目进行投资建设,在建设完工后,拥有项目的所有权和经营权。项目实施后,在工程进度、投资、后期运维成本、环境保护方面取得了良好的经济效益和社会效益,实现了工程提质增效,达到了安全建运的目的,为新时期工程建设优质高效地完成提供了新的思路和指引。

Abstract:With the rapid development of natural gas production capacity of Southwest Oil and Gas Field Company,the scale of power facilities needs to be enlarged rapidly.According to the demand of production,the Southwest Oil and Gas Field Company has innovated the BOO mode and “Permanent-temporary combination” method to construct a power supply project in the WY gas field.The BOO mode refers to that a professional project company will invest in the construction of the project and will own the ownership and management rights of the project after the completion of the construction.After the implementation of the project,good economic and social benefits have been achieved in terms of project schedule,investment,later operation and maintenance costs,and environmental protection.The quality and efficiency of the project have been improved,the purpose of safe construction and transportation have been achieved,and new ideas and guidance have been provided for the high quality and efficient completion of the project construction in the new period.
