上海市郊区中小河道治理的启示

自2006年起,上海市开展了为期3年的郊区"万河整治"行动,旨在解决长期困扰农村地区水环境脏、乱、差的问题。水务部门在整治理念、建设标准、组织保障和建设管理等方面大胆创新,积极探索,取得了不少成功的经验,对平原河网地区和沿海经济发达城市治理中小河道具有一定的借鉴和指导意义。通过对"万河整治"的总结,分析其成功的内在原因和得到的启示,并对今后中小河道治理工作提出建议。
