In the year 2011,more and more countries launched broadband strategies throughout the world.According to statistics,by February 2012,there were 110 countries and economic entities launched broadband strategy,and other 22 countries and economic entities will launch national broadband strategy in the near future.The broadband strategy of each country mainly includes goals such as to accelerate the construction of broadband network,to promote the universal service of broadband,and to improve broadband application.At the same time,under the promotion of "BroadbandChina"strategy,China’s"BroadbandInternetSpeed Acceleration Project"will be carried out comprehensively,with higher speed and lower price becoming emphasis.But at the same time,the topic of "False Broadband Speed" triggered dispute and question among the public.In Fact it is a common phenomenon that the actual speed of broadband is lower than operator’s advertised speed.In the broadband strategies of the United States,Europe and other countries and regions,the authorities have made special instruction on such issue,while the internet speed assessment made by regulators also reflects this situation.It is needed for regulators to build bandwidth speed test platform as early as possible,to release analysis reports regularly,to evaluate broadband strategy progress objectively and accurately,and to launch monitoring system and data which can be more close to the consumers’perception.
