确定两部制上网电价的长期边际成本方法

随着发电侧电力市场的开放和“厂网分开，竞价上网”的实施，单一的电量电价制已不适应电力市场健康，协调，持续发展的要求，建立符合市场经济规律的两部制上网电价体系已为大势所趋。在分析单一制电量电价弊端的基础上，提出应用长期边际成本原理确定两部制上网电价的方法，并给出了算例。计算研究表明，两部制上网电价体现了同网同质同价原则，体现了合理补偿成本，合理确定收益的原则，有利于市场竞争，有利于融资，符合当前电力体制改革方向，是一种衔接新老电力体制的较好模式。

A LONG TERM MARGINAL COST METHOD FOR TWO-PART ELECTRICITY PRICING OF POWER PLANT

Along with the opening of electricity market at generation side and the implementation of separating power plants from power networks and generation bidding to power network, the single electricity price cannot meet the need of healthy, coordinated and sustainable development of electricity market and it is the general trend to establish a two-part electricity pricing system which accords with the law of market economy. On the basis of analyzing the shortcoming of the single electricity price, it is proposed to determine the two-part electricity pricing by use of long term marginal cost principle and a calculation example is given. The calculation result shows that the two-part electricity pricing not only incarnates the principle of the same price, same quality on the same network, but also the principle of rationally compensating the cost and determining the income of power plants. This pricing method is in favor of the competitions in electricity market and is favorable for circulating funds, so the proposed method con-forms with the orientation of structural reform and it may be a better mode to link up the new power structure with the old one.
