技术性贸易措施应对体系的构建策略

随着我国对外贸易的快速发展,建立健全技术性贸易措施应对体系非常必要。本文认为,我国技术性贸易措施应对体系应具有常态有效性、应激反应性和超前预见性。在功能上包含信息单元、研究单元、反应单元和保障单元等4个基本单元,以"国家应对中心"为组织核心,以"国家技术性贸易措施信息网络"为核心工作平台。为保证体系的良好运转,应着重建立责任分担机制、信息共享机制、决策协调机制和应对保障机制。

The Strategy of Establishing Response System to Technical Trade Measures

With the fast development of the exportation,it is necessary and urgent to establish and perfect the response system to technical trade measures.The system should be of continuous effectiveness,stress reaction,and predictability.The functional framework of the system consists of information unit,research unit,response unit,and support unit.The National Response Center should be established as key organization and the National Network System be developed as main work platform.The practicable mechanisms on liability sharing,information sharing,decision harmonizing,and logistic supporting should be developed to smoothen the system.
