南水北调中线工程征迁监理与投资控制实践

为了实现南水北调中线工程征地安置投资控制目标，根据该工程建设征地拆迁监理的有关规定，结合工作实际，探讨了南水北调中线工程征迁监理的内容、程序和方法。分析认为，征迁监理实施有效的投资控制，需要从永久占地实物指标清点与复核，临时用地方案确定及实物指标调查，工程建设影响处理，专业项目迁复建以及居民集中安置点建设，工商企业、单位迁复建等各个环节入手。通过实物指标复核质量监控、征迁补偿投资使用的审核认定、征地拆迁项目设计变更、临时用地使用的监督管理等手段，才能实现监理对征迁投资的有效控制，切实保障工程建设顺利进行。

Practice of supervision of land expropriation and resettlement of Middle Route Project of South - to - North Water Diversion and investment control

In order to realize the objective of controlling the investment of land expropriation and resettlement of Middle Route Project of South-to-North Water Diversion,according to the relative regulations of supervision of land expropriation and resettlement,combining with the engineering practice,the content,procedure and method of the supervision are discussed.The analysis show that the effective control of the investment can be achieved from the aspects of check and recheck of the material-object index of permanent land occupation,determination of temporary land use scheme and investigation of material-object index,treatment of construction impact,relocation and rebuilt of specific projects and construction of centralized settlement sites,and relocate and rebuilt of industrial and commercial enterprises.Through strategies such as monitoring and recheck of material-object index,audit and determination of usage of investment,design alteration of land expropriation and resettlement projects,supervision and management of temporary land use,the effective control of investment by the supervision can be realized.
