基尼系数在调水水资源分配中的应用研究

摘    要:跨流域调水是调整水资源空间分布,提高水资源与人口、土地、生产力布局匹配程度的有效途径。借鉴经济学中洛伦兹曲线和基尼系数的概念,提出采用水资源与耕地、GDP和人口3项匹配基尼系数指标来分析跨流域调水工程水源区与受水区的水资源空间匹配程度,并以南水北调中线工程为例进行实例计算和分析。计算结果说明了方法的有效性,研究成果可供跨流域调水决策参考。

Abstract:Cross-basin water transfer is an effective way to adjust the spatial distribution of water resources and improve the matching degree between water resources and population,land,productivity layout.Referring to the concept of Lorenz curve and Gini coefficient,three indexes,including the matching Gini coefficients between water resources and farmland,GDP and population respectively,are adopted to analyze the spatial matching degree of water resources between source regions of cross-basin water diversion project and water receiving region.And the calculation and analysis for the Middle Route Project of S-N water diversion are conducted.The calculation result shows that the method is effective and can be used as reference for decision-making of cross-basin water diversion.
