| 摘 要： | 随着水利工程建设法规的健全,在工程建设管理中贯彻项目法人责任制、招标投标制、建设监理制,所有管理行为均以合同为依据。大中型水利工程往往由各类不同的单位工程组成,所涉及的合同数量众多,如何在这种复杂的管理环境下实现工程建设质量、进度、成本的共赢成为建设管理者最为关心的问题。水利工程建设项目管理系统的开发和应用对于提高工程建设效率、管理水平具有十分重要的作用。

| Abstract: | Along with the perfection of regulations and the implementation of project legal person responsible system, tendering and bidding system, construction supervision system in project construction and management, all management activities are regulated according to contract. How to realize a win-win situation for the construction quality, process, cost of the project in such complex management situation caused by the involvement of a great number of different construction units and large number of contracts has become the mostly-concerned issue in project management. It is of great significance for the development and application of project management system in water project construction to enhancing of project construction efficiency and management level. |
