| 摘 要： | 应该根据什么原则进治河规划,不同的利益集团会有不同的认识。根据我国儒家哲学的理论,"天人合一"应该是治河规划的基本原则。所谓"天人合一",即人与自然(天)的和谐一致。本文以我国水利建设中的成功和失败的实例,说明实行"天人合一"指导原则的必要性和重要性,并以钱塘江河口的治理作为主要的实例加以介绍。

| Abstract: | The principle of river regulation may be different for various parties.Based on the concept of Confucian school of Chinese phylosophy,the principle of harmony between nature and mankind is important for river regulation.Several examples,either successful or unsuccessful,are presented in the paper.Among them,the regulation of the Qiantang River Estuary is described in detail. |
