摘    要:设备与管阀件泄漏是炼油厂最主要的VOC无组织排放源之一。综述了设备与管阀件泄漏排放特征、控制手段和控制标准,提出了我国炼油厂设备与管阀件泄漏管理策略-实施设备与管阀件泄漏检测与维修(LDAR)计划,发现并维修泄漏,跟踪并防止泄漏,未来逐步应用高可靠性的低泄漏设备与管阀件防止泄漏。结合我国几家典型炼油厂LDAR抽检结果,提出LDAR检测方法、工作程序、检测与数据管理、质量改进及参考标准建议。

Abstract:Equipment leaks are considered to contribute the largest VOC emission in a refinery. This paper reviews equipment leak emission characteristics, regulations, standards and control practices. Equipment leak management strategies are suggested for refineries in China that a leak detection and repair (LDAR) program would firstly be implemented to find, track and fix equipment leaks, and that low emission valves and other ow emission equipments would be designed and manufactured to prevent equipment leaks. Leak detection methods, LDAR operation procedures, component inspection and database management, quality control and quality assurance and LDAR standard are proposed based on leak detection results of several typical refineries n China.
