| 摘 要： | The information and communications technology （ICT） industries＇ development and the China＇s trend to innovative economy are outlined. The relationship between the national innovation system and innovation policy are analyzed. Moreover, the innovation policy in China is discussed and a recommendation to the further ICT innovative policy making is made.
