| 摘 要： | 通过对1930年以来美国规划理论发展的回顾并对比中国规划工作的演化,提出:规划工作的本质是特定社会条件下、应对当时当地社会需求做出的一种制度安排。由于现代社会变化的多元性,社会发展方向的多向性,以及社会发展受偶发事件影响而出现的曲折性,作为一种制度安排的城市规划同样表现出理论的多向性和理论发展轨迹的非线性。规划理论的变迁,其本质是在特定社会中不断的制度创新。只要社会在发展,就会有对相应制度安排的新要求,规划理论就将继续发展。中国规划理论的建立,必须从中国制度创新的高度来理解。

| Abstract: | Using a post-positivist framework, this study reviews the evolution of planning theory in the US and contends that planning is an institutional ar- rangement by nature, and the development of new planning theory is an institutional innovation. China’s new planning theory should also be viewed as an institutional innovation in China’s transitional era. |
