卓越中心与未来城市——长三角一体化高质量发展下虹桥发展战略探索

2018年5月,习近平总书记作出关于推动长三角更高质量一体化发展的重要指示。但长三角一体化一直缺少高质量的硬核引领,选择虹桥区域作为融入“一带一路”“长江经济带”“长三角一体化”等战略的空间载体是上海的选择,是区域的选择,也是发展的选择。基于对长三角一体化高质量发展背景的考量,研究建议大虹桥区域战略发展为上海全球城市的卓越中心、21世纪未来城市的标杆,并建设长三角一体化合作示范区。为此,虹桥区域发展应列入国家发展战略中,在“长三角一体化合作示范区”内探索设立“大虹桥合作开放特别区”,“特别区”实行特别开放、特别合作、特别管理,探索诸如国际化人才政策、生态区建设等环境政策并进行公务机场、地铁上盖等建设提升。研究中的一些可预见措施在实践中以不同的形式或政策已经开始实施,政策效果正在逐步显现。

The Excellence Center and Future City: Exploration of the Development Strategy of Hongqiao Area under the Integration of the Yangtze River Delta

In May 2018,Xi Jinping,general secretary of the Communist Party of China(CPC)Central Committee,gave important instructions on promoting the development of higher quality integration in the Yangtze River Delta.However,the integration of the Yangtze River Delta has been lack of high-quality hard core leadership.Choosing the Hongqiao region to be the spatial carrier of Shanghai's integration into the"one belt one road","Yangtze River Economic Belt"and"Yangtze River Delta integration"is the choice of Shanghai,the choice of the region and the choice of development.Considering the high-quality development of Yangtze River Delta integration,the study suggests that Dahongqiao region should be developed into an outstanding center of Shanghai as a global city,a benchmark for future cities in the 21st century,and a demonstration zone for Yangtze River Delta integration and cooperation.Therefore,the regional development of Hongqiao should be included in the national development strategy.In the"Yangtze River Delta Integration and Cooperation Demonstration Zone",we should explore the establishment of"Dahongqiao Cooperation and Opening Special Zone".In this zone,special openness,cooperation and management should be carried out,environmental policies such as international talent policy,ecological zone construction and other environmental policies should be explored,and the construction and upgrading of official airports and subway covers should be carried out.Some of the contents of the study have been implemented,and the effect of the policy is gradually reflected.
