摘    要:【目的】为评价烤烟监督抽查过程中有关抽检方法的有效性,【方法】本文利用20多年全国烟叶工商交接等级质量监督抽查的相关资料进行了分析。【结果】1999-2018年历年抽检的烟叶基本涵盖了全国主要种烟省份和地市产区,抽检产区覆盖面和样品数量具有较强的代表性。成对双样本方差分析显著性检验结果表明,2003—2020年,尽管一些等级的抽检比例与收购比例存在一定差异,但下等烟、上部烟和4级烟的等级抽检比例与收购比例非常吻合,并且不同大等级、部位、质量档次的抽检比例与相应的收购比例历年走势具有极显著相关性,【结论】说明抽检等级比例和抽检方法基本上是科学合理有效的。

Effectiveness Analysis of Sampling and Inspection Methods in National Tobacco Grade Quality Supervision
Abstract:  Objective  The effectiveness of sampling and inspection methods in the process of national grade quality supervision of industrial/commercial handover tobaccos were analyzed and evaluated  Methods  according to over 20 years of the relevant materials.  Results  The statistical results of sampling and inspection data showed that the coverage of sampling production areas and the number of the samples was highly representative because of sampled tobacco leaves from 1999 to 2018 basically involving major tobacco growing provinces and prefectural level regions in China. The significance test of paired two sample analysis of variance indicated that although there were some differences between the sampling proportion of some grades and the purchase proportion during 2003 to 2020, the sampling proportion of sampling grades of low-grade leaves, upper position leaves and quality level 4 were very consistent with the purchase proportions, and the sampling proportions of different major classes, positions and quality levels had a very significant correlation with the corresponding purchase proportions,  Conclusion  which showed that the sampling and inspection methods is basically reasonable and effective.
