市政基础设施行业的改革方向

在社会主义市场经济条件下,“市场化”已经成为城市发展的重要推动力。但是,市政建设和养护市场的投资主体是政府、市政产品定价不一、市政工程的建设单位并非是最终消费者。据此特点,目前施工企业已基本实现市场化,市政项目建设管理推广代建制,市政设施养护市场仍由政府管理。今后的方向是:项目建设、养护管理应由政府主导,市政设施养护作业要积极面向市场。最后介绍了天津开发区市政建设和养护管理的经验。

Direction of Reform in Municipal Infrastructural Industry

In socialist market economy, "marketing" is an important thrust to urban development, but the government is still the major investor to municipal infrastructure construction and maintenance. The price for the municipal product is different and the construction entities are not the final consumers thereof. Corresponding to such features at present, the construction enterprises generally go to the market and the construction and management of municipal projects take the form of agent construction system, while maintenance of such facilities is still by the government. The trend in the future is to put the project construction and maintenance management under the guidance of the government while the maintenance operation will be put into the market. The last part is the experience in municipal construction and maintenance management in the developing area of Tianjin.
