金属矿产资源节约集约利用评价指标体系

摘    要:矿产资源节约集约利用是以减少资源浪费、保护生态环境为前提,统筹各种生产要素,提高资源利用系统效率的过程。为了更直观体现矿产资源节约集约利用情况,针对金属矿产资源节约集约利用构建了一套评价指标体系,从资源开发利用水平、规模化程度、技术水平、环境效益和经济效益5个方面设计了评价指标,比较了权重计算方法,并采用层次分析法优化了指标体系,准确解释了各指标的含义和计算方法,最后选取我国东北华北地区6个大型铁矿山企业开展了实证研究。研究表明,构建的以资源开发利用水平为核心的多角度、相对值评价指标体系可操作性强,评价结果契合矿山生产实际,可以比较不同矿山的节约集约利用水平,并找出矿山生产的短板,为金属矿山生产的优化和评价管理提供参考。

Abstract:The conservation an intensive use of mineral resources is based on reducing resource waste and protecting the ecological environment,coordinating various production factors and improving the system efficiency of the resource utilization.To display the conservation an intensive use of mineral resources more intuitively,a set of index system was constructed for the evaluation of the conservation and intensive use of metal mineral resources and designed evaluation indicators from five aspects:resource development and utilization level,scale,technical level,environmental benefits and economic benefits.AHP was used to optimize the index system through the comparison of weight calculation methods and the indexes′ connotation and calculation methods were given.An empirical analysis about six large scale iron mines in Northeast and North China was carried out.The research shows that the multi angle and relative value evaluation index system with resource development and utilization level as the core constructed has strong operability,and the evaluation results are in line with the actual production of the mine.It can compare the conservation and intensive use levels of different mines,find out the shortcomings of mine production and provide a reference for the optimization and evaluation management of metal mine production.
