旱涝交替下驮英灌区年内水资源优化调控研究

摘    要:针对旱涝频发下区域水资源分配不均问题,基于某时段可供水量是否满足用户层理想需水量,提出旱涝交替下年内水资源优化调控方法。以驮英灌区为研究对象,建立水资源优化调控模型,通过2030规划水平年驮英灌区供水侧供水能力分析及需水侧水资源需求预测,分析远期水资源供需平衡情况,研究年内尺度的水资源优化调控方案。结果表明,规划水平年总缺水1 692万m3,年缺水率较调控前降低37.7%,生活用水得到充分保证,有效缓解了水资源短缺和分配不均局面。研究成果可为驮英灌区旱涝交替水资源优化调控提供决策方案,且该方法可供旱涝频发区域水资源优化调控参考。

Abstract:In view of the uneven distribution of regional water resources under frequent droughts and floods, based on whether the available water supply in a certain period has meet the ideal water demand of the user layer, which put forward the optimal regulation method of water resources in a year under alternating droughts and floods, and took Tuoying irrigation area as the research object, established the optimal regulation model of water resources, through the analysis of water supply capacity on the water supply side and the prediction of water resource demand on the water demand side of Tuoying irrigation area in 2030 planning level year, the long-term water resource supply and demand balance has been analyzed, and the optimal regulation scheme of water resources at the annual scale has been studied. The results have showed that the total water shortage in the planning level year was 16.92 million m3, the annual water shortage rate was 37.7% lower than that before regulation, the domestic water has been fully guaranteed, and the shortage and uneven distribution of water resources have been effectively alleviated. The research results can provide a decision-making scheme for the optimal regulation of alternating drought and flood water resources in Tuoying irrigation area, and this method can be used as a reference for optimal regulation of water resources in drought and flood prone areas.
