国家奖助学金政策和高等教育机会均等

2007年我国颁布了一系列国家奖助学金政策,其中主要政策有四个.这四个政策是2002年和2005年相关政策的延续和发展.这些政策和以前相关政策相比既有继承也有革新.从促进高等教育机会均等的观点出发,这四个政策在资助标准、资金来源、运营机构和资助范围等方面的规定仍有不足.具体表现为,资助标准不仅缺乏可操作性而且变得有可能更不利于家庭困难学生,资金来源地方化和有关资助人数的规定变得相对模糊,运营机构尚未制度化,把民办高校学生纳入资助范围但缺乏相应的合理制度设计.这些都需要在今后的改革中进一步完善.

National Grant Policies and Access to Higher Education
