| 摘 要： | 随着城镇化进程的加快和城镇化水平的提高,城市在国家经济与社会发展的全局中发挥着越来越重要的作用.但在城镇化快速发展的过程中,一些城市的决策者对城市发展的目标定位不清,导致城市建设和发展"道路曲折"甚至"误入歧途",城市为此付出了惨痛代价,此类例子不胜枚举.
