关于建立流域水资源保护与水污染防治联动机制的思考

水资源的流域特点决定了建立流域污染防治联动机制是水资源保护与水污染防治工作取得实效的关键。经过数年的探索实践,桂黔跨省(自治区)河流水资源保护与水污染防治协作机制以及南水北调中线工程水源区水资源保护和水污染防治联席会议制度已经逐步健全完善,为流域水环境改善提供了制度保障,也为其他流域的水资源保护工作提供了有益借鉴。应以流域为单元建立联动机制,同时加强法规体系建设,搭建民主决策框架,建立灵活多样的运作模式,有序扩大协调内容和范围。

Studies on joint action of water conservation and pollution control in river basins

Since river basin is crucial for water resources management, joint action of water conservation and pollution control becomes the key factor for the realization of effectiveness and benefit. After practices of several years, a cooperative mechanism between Guangxi and Guizhou Provinces for water conservation and pollution control has been built and a mechanism of joint conference for water conservation and pollution control in water source areas of South- to-North Water Diversion Project has been gradually formed, which provide an institutional guarantee for the improvement of water environment in the river basin and also valuable experiences to others. It is suggested to establish a joint action mechanism by taking river basin as a unit, strengthen legislation and legal system, build democratic decision-making framework, establish a flexible operation pattern and expand coordinated content and scope in a systematic manner.
