基于水权交易所的水权价格形成机制研究

我国为进一步加快建立健全水权制度和水价机制,开展水权交易试点工作,因而水权的定价机制成了当前研究的重点。通过对协商定价、招标投标定价和拍卖竞价三种水权转让定价方式进行深入的分析,探讨了其交易方式、价格形成机制以及交易流程。最终提出场内水权价格形成的综合模式,以期充分发挥三种水权价格模式的优势,为我国水权制度的健全和水价机制的形成提供相应的对策建议。

Mechanism of water entitlement pricing under water right exchange

To quickly establish the water right system and the pricing mechanism, our government carries out the experimental work of water right trading. Thus, pricing mechanism of water right has become a focus of the current research. This paper analyzes three pricing mechanisms of water right and their transactions form price formation mechanism and transaction processes, which are negotiated pricing, bidding pricing and auction bidding. Finally, an integrated model are put forward of water right price formation in exchange which can take full advantage of the three pricing model, and can provide corresponding countermeasures and suggestions for the formation of water right system and water pricing mechanisms.
