关于破解河道采砂管理难题的思考

受河道采砂暴利驱使,一些单位和个人违法乱采滥挖,严重危及防洪、供水和航运安全。在阐述河道砂石的属性、采砂管理体制和采砂管理存在问题的基础上,提出破解河道管理难题应加快制度创新。一是按照一项行政事务一家负责的原则,尽快理顺管理体制;二是完善刑事法律,增加刑法保护手段;三是学习台湾地区的采砂管理经验,适时进行管理制度创新。

How to overcome obstacles in management of sand excavation in river causes

Driven by huge profit, some company or individual have excavated sand in river courses illegally that has threaten the safety of flood control, water supply and navigation. In order to solve the problem, it is suggested to renew management system on the basis of evaluating the property right of sand and rocks in river courses as well as existed problems in management system. The first is to clarify managerial function of varied administrative departments by assigning each responsibility to a specific authority. The second is to apply criminal tool for river course protection. The third is to learn the experience from Taiwan and renew the management system.
