| 摘 要： | 内部异体HSE监督的特点就是将从事HSE监督工作人员的人事、工资和管理关系脱离所在的工作部门,由上级HSE管理部门直接管理。HSE监督工作人员在工作中不再受所在工作部门各种利害关系的影响,便于独立开展各项HSE管理工作。这种新的管理模式有利于提高施工企业的安全管理水平,保障施工安全。
