| 摘 要： | 认为由于政策制定上的不完善和执行中的偏差,使得一些地方在小煤矿整合过程中出现了一定程度上的混乱和无序,不仅造成矿难频发,也会危及国家的能源安全。提出应在政策上作相应调整和补充,对执法、管理部门的监察、监管过程进行规范。
