南水北调中线水资源调度复杂性对策研究

摘    要:南水北调中线水资源调度方式不仅具有调水工程所共有的复杂性,还有其他更为复杂的特点。中线工程布局的系统性和供水目标的多元性决定了中线工程体系的复杂性;天然来水的不确定性、水源区水量调度和受水区水资源配置的复杂性体现了中线水量调度的复杂性;而工程管理体制的多层次性和管理内容与管理方式的复杂性则表明中线工程管理的复杂性。针对上述复杂性,提出了建立顺畅、现实、可行的运行管理体制,制定合理、可操作性强的水量调度体系,研究相关保障措施等对策,为进一步研究南水北调中线水资源调度方式提供支持和参考。

Abstract:Water allocation of Middle Route of South-North Water Transfer Project involves not only complexities that commonly seen in water diversion projects, but also has a special feature of even more complicated. Due to the needs of systematical layout of project and multi-purposes of water supply, it increases the difficulty of water allocation system. Moreover, due to the uncertainty with coming water, it results in complexity for water regulation in water source areas and water allocation in receiving areas. Complexity with management of project is mainly caused by multi-layer of management system, as well as its rich contents and approaches involved. Taking the above into consideration, realistic and feasible management system is put forward that is favorable for having a reasonable and operable water regulating system. Countermeasures are studied which will provide support and reference for further studies of water allocation mode of Middle Route of South-North Water Trans fer Project.
