电力市场中基于机组可靠性的容量成本分摊

摘    要:针对以往投资方不承担任何容量投资风险,只要投资办电就一定盈利的局面,利用经济学概念的长期边际成本方法计算容量成本,提出了电力市场环境下计及机组可靠性的容量成本分摊方法和数学模型,在容量成本分摊中适度引入了竞争机制。算例表明,这种方法可以在不同时段各类机组间合理分摊容量成本,并能够刺激发电厂提高其机组的可靠性水平。

Abstract:In order to break the complexion that investors don't be charged with the risk of capacity investment and must be paid if they invest the power industry, this paper presents a model in electricity market for calculating the allocation of the capacity costs, using the long run marginal cost method of generation in terms of economics and the criterion of reliability of power plant and introducing the competitive mechanism in the allocation of capacity cost. The calculation and analysis show that the method can allocate the capacity cost in each period of time of different units properly and stimulate power plants to improve the reliability of their units.
