| Abstract: | This article reasons the connotation and the aim from strategic layer of national local and whole police,and probes into how to find out new ways ofdevelopment about middle area with problems such as cultivation of endogenetic increasing itself power,plan of cities' and countries' development as a whole,broadening opening and cultivation of native pioneers,and so on. |
