摘    要:从区域可持续发展的理念出发,以水资源合理利用为前提条件,在保证不牺牲水环境的前提下,构建了区域产业结构与用水结构协调评价指标体系,采用集对分析联系度计算的同异反态势度排序方法,参照生长曲线公式,提出了产业结构与用水结构协调发展指数公式,建立了基于集对分析的区域用水结构与产业结构协调评价模型。并将模型应用于山东省实例,模型计算结果与实际情况相符,计算过程简洁,可操作性强,研究成果可为区域水资源发展规划提供科学有效的决策依据。

Abstract:From the concept of regional sustainable development, this paper established the coordinate assessment index system of regional industrial structure and water utilization structure on the condition of reasonable utilization of water resources and not sacrificing the water environment. Using the sort of set pair connection degree analysis of identical discrepancy contrary state, this study proposed a coordinate development index formula of regional industrial structure and water utilization structure by the reference to the growth curve formula and built the coordinate assessment model of regional industrial structure and water utilization structure based on set pair analysis. Applying the model to Shandong Province, the results are in accordance with the fact, the calculation process is concise, and the model has high operability. Research results can provide scientific and effective decision-making basis for regional water resources development.
