The short discussion on urban immediate plan of last round was not systematic and specific due to lack of time. The idea of "urban planning system reform that takes immediate plan as a breakthrough" should take into consideration the significance of current planning system and should not ignore its prediction and strategy. Immediate plan is only a supplement to the current planning system. We should make an in-depth study on the thoughts, measures, contents, results, and sup- porting mechanism of the new immediate plan.
