区域电力市场环境下节能发电调度方式

摘    要:节能降耗对我国电力市场运营和发展提出了新的挑战。针对区域电力市场环境下节能发电调度和市场机制相结合的问题进行了研究,指出实施严格的节能发电调度难度很大,而电力市场竞价上网机制在实现节能、环保和经济性目标上与节能发电调度是一致的。为此,提出了兼顾节能降耗的电力市场竞价上网交易算法和交易模式设计,即改变原有的仅按机组报价决定发电排序的方法,在竞价上网排序时引入能耗因子指标,采取年度差别电量计划,并开放发电权交易和调节交易市场,以实现节能、环保和经济目标的统一。

Abstract:Energy-saving and consumption reducing issue new challenge to the operation and development of electricity markets in China. The authors research how to combine the energy-saving power generation dispatching in the environment of regional electricity market with market mechanism,and point out that it is rather difficult to implement strict energy-saving power generation. However,the bidding transaction mechanism for electricity market is in accord with energy-saving power generation in the realization of energy-saving,environmental protection and economy. For this reason,a bidding transaction algorithm and transaction mode design,in which the energy-saving and consumption reducing are considered,are proposed,that is,the original power generation sequencing that only depends on the bidding prices of units is changed,and in order to implement the unification of energy-saving,environment protection and economy,the energy consumption factor is led into the sequencing of bidding transaction,the annual power generation scheduling based on energy-saving,environment protection and economy of different generation units is adopted and the market of generation right transaction and regulation based transaction is opened.
