控制性详细规划全过程管理的探索与实践——谈上海控制性详细规划管理操作规程的制定

《城乡规划法》的实施,赋予了控制性详细规划作为土地出让和建设项目规划管理依据这一法定地位。应对此要求,为保持控制性详细规划的权威性、科学性和可操作性,上海市城乡规划管理部门通过对多年控制性详细规划管理工作经验的总结、思考和提炼,借鉴国内外先进经验,研究建立了以全过程管理为核心思想、由前期准备、规划编制、规划审批三个阶段和若干环节构成的控制性详细规划管理规程体系。这既是对以往控制性详细规划编制审批无统一规程的补缺,也是应对城市新的发展形势、提高控制性详细规划编制审批管理水平的重要保证。

A Study of the Plan Preparation Process and the Practice of the Regulatory Planning

The implementation of the ＂Urban and Rural Planning Law＂ has given the regulatory planning the legal status for transferring buildable land and approval of construction projects. To meet this request and in order to maintain the authority, expertise and feasibility of the regulatory planning, the Shanghai urban and rural planning administrative department has defined three main stages and several phases for the management and approval of the regulatory planning using its long-year experience, researches and innovative experience and case studies from abroad. The three main stages are preliminary inventory, plan preparation and plan approval process. This fulfills not only the lack of a uniform approval procedure of the regulatory planning, but also considers the new development trends of the city and improves the administration of the plan approval process.
