论制度绩效与水资源可持续利用

我国水资源问题的基本原因是存在制度瓶颈.解决的途径是从宏观上建立全社会统一治水的机制。从中观上要建立流域管理为主,行政区域管理为辅的水资源统一管理体制;从微观上要同时推进以转变传统用水习惯为主要内容的诱致性制度变迁和建立以水权、水价、水市场等水资源配置制度为中心内容的强制性制度变迁。同时要逐步完善和健全治水规则。通过大规模的制度建设,形成有效的治水制度网络,保证水资源可持续利用。

Discussion on system. s functions and water resources sustainable utilization

It is commonly realized that the basic reason for the water recourses problems in China is the existence of bottleneck in the systems. The author analyzed this problem and put forward a way for solving the bottleneck, i.e., to establish a unitary water resources management system in macrocosm; to strengthen the management at river basin level in stead of regional administration level in mid-cosm; and to promote transformation from traditional custom of water utilization system to the mandatory and comprehensive system of water resources management at microcosm. The transformation would be focused on the water resources deployment system involving many factors such as water rights, water price, water market etc. At the same time attention should be paid to comprehensive construction and sound legislation building for water management. The efficient water management network should be completed and the water resources sustainable utilization would be ensured.-
