我国农垦区低效土地二次开发策略

摘    要:低效用地二次开发能够为乡村振兴提供优质的产业载体,厘清低效用地二次开发的方法对促进农垦土地开发以及产业结构优化尤为重要。立足于我国农垦区,考察低效用地二次开发方式及其所产生的效应。一般而言,低效土地二次开发主要包括租赁、转让、经营、合作运营等具体策略。其中,风险管理成本相对较少的二次开发策略是合作运营、物业租赁和地块租赁。研究结论:对于我国农垦区而言,如果经营主体的运营能力相对较强,应该采用合作运营或者独自经营的方式盘活低效土地;相反,则采用租赁更能够最大化其效用,促进农垦区的产业兴旺。

Abstract:The secondary development of inefficient use land can provide a high-quality industrial carrier for rural revitalization.Clarifying the method of secondary development of inefficient use land is particularly important to promote the development of agricultural reclamation land and the optimization of industrial structure.Methods and effects of secondary development of inefficient use land were investigated based on our reclamation area.Generally speaking,the secondary development of inefficient use land mainly includes specific strategies such as lease,transfer,operation,and cooperative operation.The secondary development strategy with relatively low risk management costs is cooperative operation,property leasing and land lease.In terms of reclamation area in China,if the operating capacity of the operating entity is relatively strong,we should take cooperative operation or independent operation to activate inefficient use land;on the contrary,it can maximize its effectiveness and promote the agricultural reclamation area prosperity by leasing.
