凤阳县乡村治理体系建设研究

党的十九大提出了健全自治、法治、德治相结合的新型乡村治理体系,是对健全新型乡村治理体系进行的新探索。文章首先梳理了人民公社体制以来的乡村治理体系发展,再从基层党组织建设、自治、法治、德治四个方面,分析当前乡村治理体系存在的问题,以凤阳县“五维共治”基层治理新模式为例,探讨构建新型乡村社会治理体系,为实施乡村振兴战略提供坚实的社会基础保障。

Study on the Construction of Rural Governance System in Fengyang County

The 19th National Congress of the Communist Party of China put forward a new rural governance system that combines autonomy,rule of law and rule of virtue,which is a new exploration to improve the new rural governance system.This paper first combed the development of rural ruling system since the people's commune system,and then analyzed the existing problems in the current rural ruling system from four aspects:grass-roots party organization construction,autonomy,rule of law and rule of virtue.Taking the new grass-roots governance model of"five-dimensional co-governance"in Fengyang County as an example,this paper discussed the construction of a new rural social governance system to provide a solid social foundation guarantee for the implementation of rural revitalization strategy.
