国有企业弱化计划职能的负面影响及对策

计划是管理的首要职能,在企业经营管理中起着至关重要的作用。虽然,我国的国有企业正在进行体制改革,但其计划职能仍然没有突破原有的计划经济时代的壳体,还不能适应市场经济的要求,相反,却出现计划职能弱化的现象,造成企业管理体系支离破碎现象,使企业的运营管理处于“痴呆”状态。分析了国有企业计划职能弱化的原因,提出了相应的对策。

Negative effect of state-owned enterprises' weakened planning functions and countermeasures

Planning is the most important function of the operational management of an enterprise.Although a system restructure is under way at the state-owned enterprises in China,the planning functions of these state-owned enterprises have not broken through the framework of original planned economy and satisfied the market economy requirements yet,and on the contrary,the weakened planning function made the management system broken,and put the operational management system in a "dull-witted" state.The causes for the weakened planning functions of state-owned enterprises are analysed in this paper with countermeasures suggested as appropriate.
