| 摘 要： | 东营市地处黄河入海口 ,淡水资源贫乏 ,干旱缺水 ,水资源短缺是经济发展的主要制约因素。指出水资源开发利用中存在的主要问题是蓄水工程规模小、标准低 ,井灌区地下淡水严重超采 ,水有效利用率低 ,水污染严重 ;提出建立功能完善的工程体系 ,节约用水 ,依法管水 ,科学治水 ,建立科学的管理体系等对策措施

| Abstract: | Dongying City is located at the ocean outfall of the Yellow River. Fresh water shortage and drought are the main factors restraining economic development. It is pointed out that the main problems in water resources exploitation and development are the small scale and low capacity of water storage projects, serious fresh water overmining in well irrigated districts, low efficiency of water utilization, and serious water pollution. Some countermeasures are proposed, such as the construction of engineering systems with perfect functions, water saving, water regulation based on the law and science, the formation of a scientific management system, and so on. |
