Improving the quality of the journal by strengthening to solicite and examine contributions

The two key links that affect and control the quality of the journal are soliciting contributions and examining contributions.This artical emphasizes that the concrete links of soliciting contributions must be effectively implemented to ensure getting the high quality,emphatic contents and a wide choice of contributions.And it is the core of guaranteeing the overall academic quality of the contributions published that the three level system for examining a contribution is scientifically,fairly and strictly executed.Briefly,the two key links,i.e.the "entrance" and "exit" of contributions must be well handeled.In addition,some measures aimed at improving the quality of the journal are presented in the light of the actual situation of the institute.
