| 摘 要： | 在2009年全国水利工作会议上．国务院副总理回良玉强调，要从我国的基本水情出发，实行最严格的水资源管理制度。最近，水利部正在就“实行最严格的水资源管理制度工作方案”及“三条红线”技术指标征求意见．标志着实行最严格的水资源管理制度正式启动。
