水坝设计和风险分析

摘    要:我国近20年来风险分析理念已逐渐深入到水坝设计中,两者相辅相成,互为补充。水坝除必须满足一般设计规定外,还应尽量排除其他非常事故如洪水漫坝或溃坝等风险。总结多次实践经验,强调指出应采取以下对策:①关注水坝连同地基安全、泄洪泄水和下游水患三种风险;②重视大坝安全监测;③通过风险分析,明确主要风险因子、风险概率,并提出抑制、转移风险的对策;④通过可视化数模仿真计算,进行洪水演进分析,提出需要的有关风险图;⑤所提对策还应在设计中一一落实,并采取确实有效的措施,以优化工程设计并提高水坝的抗风险能力。

Abstract:In past 20 years,the idea of risk analysis has been deeply embedded in dam design,and these two complement to each other.For keeping dam safety,not only the general design codes and regulations must be fulfilled,but also the extraordinary risks such as the dam failure and overtopping failure should be wholly avoided.The main countermeasures are proposed as follows:(a) concerning dam-foundation safety,flood and water discharge and downstream inundation risks;(b) paying attention to dam safety monitoring;(c) clearing main risk factor and probability and proposing risk suppression and transfer strategies by risk analysis;(d) routing flood by numerical & visible simulation;and(e) implementing all countermeasures completely in dam design to optimize design and improve risk resistance.
