摘    要:介绍美加“8·14”大停电的基本动态过程,并援引密歇根州公用事业委员会的报告和美加电力事故特别工作组的中期报告对事故进行简要分析,从可靠性角度思考这次事故对我国可靠性技术研究和可靠性管理的可借鉴之处。可靠性技术研究方面,提出迫切需要解决的4类可靠性问题和研究方向;对我国电力可靠性行业管理提出了4项建议,以期不断提高我国电力系统的可靠性水平。

Abstract:The dynamic process of August14 th Northeast U.S- Canada Blackout is described in this paper.And a simple analysis is presented basing on the report released by Michigan Public Service Commission(MPSC)and interim report released by U.S.-Canada Power System Outage Task Force.Then a pondering over the blackout has been made from the point of view of reliability,including consideration of four technical questions urgently to be solved and conceivable ways respectively.In order to improve the level of the reliability of power network in China,four management suggestions is proposed to the China Electricity Reliability Management Center basing on the contrast of electricity reliability management pattern between China and American.
