皂市水利枢纽移民安置规划及实施过程

兴建皂市水利枢纽工程共需移民43 016人,其中农村移民40 635人,集镇居民及单位移民2 360人,企业移民21人;复建维新、磨石、阳泉3个新集镇;复建、补偿企业19家;对公路等专业项目工程进行了施工图设计或复建规划.介绍了皂市水利枢纽工程建设征地移民安置规划设计工作过程和主要规划成果及实施情况,总结了移民规划设计及实施的经验教训,可为今后移民规划设计及实施工作提供借鉴.

Planning and design of resettlement for construction of Zaoshi Hydroproject and implementation practice

For the construction of Zaoshi Hydroproject,a population of 43016 needs to be resettled,including 40635 rural relocatees,2360 township residents and 21 employees of enterprises;3 towns of Weixin,Moshi,Yangquan will be rebuilt;19 enterprises need to be reconstructed or compensated;Construction drawings and reconstruction planning for some special works,such as roadway etc.,were worked out.This paper introduces the planning and design process of land requisition and resettlement,main planning achievements and the implementation practice for the construction of Zaoshi Hydroproject,summarizes experience and lessons in resettlement planning,design and implementation,which will provide reference for future resettlement planning,design and implementation.
